North Bergen Police Department adopts
Intelligence based policing

The
North Bergen Police Department is endeavoring into
the realm of intelligence-based policing, also known
as CompStat, in an effort to maintain low crime
levels within the township.
CompStat, short for computer or
comparative statistics, was the name of the New York
City Police Department's successful management
accountability process. CompStat is a multilayered
dynamic approach to crime reduction, quality of life
improvement, and personnel and resource management.
CompStat employs Geographic Information Systems
(GIS) and was ceated to map out crime areas, detect
patterns, locate hot spots, and identify problems.
The North Bergen
Police Department, although no where near the size
of New York City, can still benefit greatly by
incorporating the principals of CompStat into its crime fighting arsenal. While
developing this modified version of CompStat, the
North Bergen Police Department has taken into
consideration both the successes and failures of
other various CompStat models that have been
incorporated throughout the State.
On a weekly basis, CompStat
personnel will compile a statistical summary of the
Police Department's crimes, arrest and summons
activity, as well as a breakdown of significant
cases, crime patterns and other related police
activities. This data, which includes the specific
times and locations at which crimes and enforcement
activities took place, will be analyzed and entered
into a weekly CompStat report. The CompStat Report
will present a concise summary of all relevant
performance indicators. Division commanders and top
managers will be able to recognize emerging and
established crime trends as well as deviations and
anomalies that could indicate emerging problems.
They will also be able to compare the effectiveness
of various commands.
Weekly crime control strategy
meetings will increase the flow of information
between the agency's executives and the commanders
of operational units, with particular emphasis on
the flow of crime and quality of life enforcement
information. The meetings will serve as a forum in
which division commanders will be able to disclose
the problems they face while also sharing successful
crime reduction tactics with other commanders. This
process will give upper management the ability to
monitor pertinent issues and activities within
divisions and operational units, to evaluate the
skills and effectiveness of middle managers, and to
properly allocate the resources necessary to reduce
crime and improve police performance.
The North Bergen Police Department
believes that CompStat will be an indispensable tool
in the 21st century fight against crime. |
